Mario E. Carranza is Associate Professor of Political Science at Texas A & M University-Kingsville. He has published articles in Asian Survey, The Journal of Peace Research, Latin American Perspectives, and International Politics, as well as a book (in Spanish) on the armed forces in Latin America. He has been a MacArthur postdoctoral fellow at the University of Wisconsin-Madison. [Editor’s Note: This article was completed prior to the most recent outbreak of fighting, on May 26, between India and Pakistan over Kashmir.
